This beautiful regency style swivel table is a mid-century staple. It is either by Milo Baughman or a replica of his design. These pieces are impossible to actually verify because there is no stamp or marking. Another table which looks exactly the same including the patina, but with lighter glass is being sold as an original for 1600€ on Etsy. 
The two bottom levels swivel 360° and therefore this piece is very versatile and will change with your needs. The platforms are very stable and can hold a lot of weight (contrary to some replicas of the same age and era). 
The piece consists of several seperate metal rod pieces and the swivel plates could also be put in about 13 cm higher. This would allow the swivel tops to also be used for plates or glasses or likewise while folded out. Its really a very smart design!
The brass has a lot of patina. The top of the brass has some scratches and heavy wear. I tried to capture it in the pictures but I am happy to send videos and more close ups. 
The largest glass has a small chip on the bottom side. Not visible from the top. And of course the glass has some scratches on the top that are in line with the age and other wear. 
Overall it is in good vintage condition.
